eBay just announced new changes to the PayPal Dispute Resolution Process that have been a year in the making.

When I first read about the upcoming changes, I admit that I was less than pleased.  What struck me right away was the mention of a new process whereby buyers and sellers can negotiate partial refunds.  I was immediately agitated.  But, as I gave it more thought, I came to the conclusion that eBay / PayPal created a dispute resolution system which encouraged partial refunds because there are some unique characteristics of the eBay marketplace that make partial refunds a necessary part of the transaction process. 

I sell "New" items almost exclusively.  My items come direct from the manufacturer and so the condition of the item is not subjective.  New means new.  But I know that the eBay marketplace is the largest market in the world for "Used" merchandise.  Whether eBay will publicly admit to it or not, eBay is the world's largest online flea market.  And whenever used items are sold, there will always be some subjectivity in the item condition and what is "excellent" condition in one person's opinion is "fair" condition is another person's opinion.  Online buyers are unable to visually inspect the items and touch them prior to purchasing and, as all eBay sellers know, even the most strongly worded auction descriptions which include details about flaws are usually not read by buyers.  Negotiation of a partial refund may be necessary and actually may be preferable to having the buyer returning the item, especially if it is a heavy item which would be costly to ship back.  If both the buyer and seller are happy with a negotiated partial refund then I would consider the transaction a success.

I sell new items on eBay and I don't give partial refunds for items that are not as described.  I won't even consider partial refunds in that case.  If a buyer is really unhappy with the product, I will offer to pay the return shipping and give a 100% refund.  I send a self-addressed prepaid label as an email attachment or I send a label in the mail to the buyer.  When the item comes back, if there is some kind of manufacturer's defect or other problem with the item then I may even offer a gift certificate on a future purchase.  Sure I am out the cost of shipping both ways and perhaps a future discount but I have treated the customer the way I would want to be treated.  However, when the buyer starts out by telling me that there is a problem with the item but that they won't return the item, or that it would be too much trouble to return the item, yet they want a discount ... then I know that I am dealing with someone who just wants a "better deal" and I refuse to participate in that process.  I stand firmly by my offer to give 100% refund and pay return shipping but I will not give a partial refund.  If the "new" item is not satisfactory then a partial refund will not make it any more satisfactory.

I do consider partial refunds in one instance.  If a buyer purchases multiple items and states that one or more items were not included in the package then I will consider giving a partial refund as long as the buyer will submit an online postal report acknowledging that one or more items were not delivered.  Interestingly enough, no one has yet to take me up on that offer. 

Our company has 10+ years in the mail order business and we have processes in place that help us reach an almost 0% rate of error in packaging.  We are not perfect and during peak seasons, there have been times that we have made an error that was not caught during the process but that is very rare.  When someone tells us that we did not include all items in the package we are confident that we actually did send everything but, of course, we can never be 100% certain because we are human and we do make errors and there is always the possibility that their package was rifled through during transit. 

So, whenever someone tells us for example that 2 out of the 36 items were not in the package, we point them to the Postal Inspector website where it takes about 20 seconds to fill out an online report of a problem with a postal package.  An email is automatically generated and sent to the person who submits the report and we tell the buyer that when they forward that email to us which acknowledges that they have reported the problem then we will promptly refund them for the items that they did not receive.  Generally, we never hear from the buyer again and most of the time they simply leave glowing positive feedback.  

As I said, I sell new items.  But there are plenty of eBay sellers who offer collectibles not in the original box, antiques that are several years old, and used clothing among other things.  When a buyer receives one of these type items and there is a difference of opinion about the condition then perhaps a Partial Refund is worth discussing.  If the buyer is somewhat satisfied with the item, but would have bid slightly lower if they had been able to actually view the item in person, then a partial refund might still work to make the buyer happy.  If the seller feels that the offer is reasonable then both parties could still end up satisfied. 

Even though Partial Refunds is not something I would consider when a buyer tells me that their new item is unsatisfactory, I can actually see where Partial Refunds could serve a useful purpose for some eBay transactions.  But, obviously, there is a potential for the Partial Refund process to allow unscrupulous buyers to extort and abuse good eBay sellers and I think that eBay should expand their definition of Feedback Extortion to include the reporting of buyers who demand a partial refund in return for not leaving negative feedback.  eBay should also seriously take a look at buyers who have a high rate of partial refund requests. 

If sellers had some way of reporting the abuses then perhaps eBay sellers would be more willing to embrace the new PayPal dispute process which allows the negotiation of partial refunds.  The key word is "negotiation" not extortion.  eBay needs to remember that good eBay sellers want to negotiate a fair resolution but allowing unscrupulous buyers to extort sellers without any accountability will cause serious eBay sellers to draw a line in the sand and take a hard line stand against Partial Refunds.  Creating further hostility between eBay buyers and sellers would not be good for anyone.  eBay has stated many times that they want to be good stewards.   If that is true, then we can expect eBay will be putting into place a mechanism whereby eBay sellers can report buyers who abuse the PayPal Dispute Resolution Process.  eBay needs to support sellers who will negotiate partial refunds fairly, not support eBay buyers who will extort partial refunds unfairly.

jawab:  VCC adalah sejenis kartu kredit tapi virtual. Setiap VCC adalah pre-paid atau sudah di isi saldo sesuai kebutuhan kita. Jadi tidak ada istilah saldo minus di VCC.

3. Apakah ada hubungan antara PayPal dan VCC?

jawab: secara langsung tidak ada hubungan antara PayPal dan VCC.  Jangan sampai keliru bahwa PayPal adalah VCC ataupun sebaliknya.

4.  Apakah address billing PayPal boleh diisi alamat palsu?

jawab: TIDAK BOLEH. PayPal sangat mengutamakan keamanan dan kenyamanan. Alamat email anda untuk PayPal harus sama persis dengan alamat di KTP atau alamat rumah anda. PayPal pasti akan meminta scan KTP atau rekening listrik dan telepon rumah anda.

Jika diminta, anda harus segera mengirimkan scan dokumen tersebut ke email yang ditunjuk PayPal. Tapi ingat, sekarang banyak email2 palsu yang menyatakan akun PayPal anda limited. Harap anda cek lagi, sebelum mengirimkan dokumen anda.

5. Apakah kartu kredit dalam bentuk fisik akan dikirimkan ke alamat kita jika registrasi verified paypal menggunakan VCC?

jawab: tidak ada. Sekali lagi, tidak ada hubungan antara PayPal dan VCC.

6.  kalau kita pakai PayPal untuk membayar transaksi di satu merchant, tagihannya pasti ke paypal dong? Terus, nantinya pihak paypal tagih ke alamat kita kan?

jawab: anda hanya bisa bertransaksi jika ada saldo di akun PayPal anda, atau anda sudah menyambungkan kartu kredit (CC) milik anda ke PayPal. Jadi, tagihan transaksi anda secara otomatis akan masuk ke tagihan kartu kredit anda.

7. Oh... berarti kalau tidak ada dana di paypal maupun di VCC maka tidak dapat melakukan transaksi ya?

jawab: tepat sekali. Lebih jelasnya, transaksi PayPal harus dengan saldo PayPal atau kartu kredit anda yang masih ada balance. VCC tidak bisa dipakai sebagai alat transaksi di PayPal.

8.  Jenis akun PayPal apa yang bisa tarik uang (withdraw) ke rekening bank lokal?

jawab: anda harus membuat akun Premier atau Business. Ada 3 jenis akun, satu lagi adalah Personal, sayangnya, Personal hanya bisa dipakai untuk membayar, tapi tidak bisa untuk withdraw balance.

9. Saya sudah punya akun premiere tapi kok tidak bisa tarik dana ke bank lokal? mereka (PayPal) minta data credit card saya...

jawab:  itu pasti karena akun PayPal anda belum verified. Segera verifikasi dengan VCC.

10.  Berapa harga VCC dari situs vcc-indonesia.com?

jawab: silakan cek sendiri ke situs tersebut. Anda bisa menilai sendiri apakah harganya sesuai atau tidak dengan bujet anda.

Today I began receiving emails enmasse from potential bidders and potential buyers.  All of the emails were from eBayers who wanted to purchase my items, who had active PayPal accounts that were linked to their eBay IDs, and had been eBay members for many years.  Some of these folks were registered in 1998.  They were all reporting that they were unable to buy / bid on my items.

It is not unusual for me to receive several emails a day from people who want to buy from me but who are unable to do so.  My listings are all "PayPal Required" so anyone without a PayPal account has to ask me for permission to use an alternate payment method.  And I have the eBay "Bidder Requirements" set as high as possible so that eBayers who have too many Unpaid Item Strikes (UPIs) or other policy violations are automatically blocked.

Today was different, though.  Today the sheer number of emails was alarming and a quick review of these eBayer's accounts told me that these were quality bidders who should not have been blocked from my listings.   So I began investigating.   My first stop was the eBay announcement boards which yielded no information.  Then the eBay user's community boards had one post which described my exact problem and one person said that they were told by eBay Live that there was a "glitch" and that eBay was aware of the problem and was working on it.  No other details were available.

So, I get on the phone with eBay Powerseller Support.  Frankly I am thinking that they should install a special Batphone-type communication system for someone like me, someone who calls in several times a week.  I should not have to wait on hold for 13 minutes before being allowed to report yet another glitch.  Fortunately, I always keep a pile of work sitting on the corner of my desk -- a pile of work that can be done while I am on hold with eBay.  It sure makes the wait time less frustrating when I am busy doing something.

I am able to speak today with a very nice Powerseller rep who admits to selling sporadically on eBay over the last year.  The young man is very polite, very helpful, and even somewhat knowledgeable.  He tells me that about 7 - 14 days ago, eBay experienced a glitch whereby some eBay users' PayPal email addresses came "unlinked" from their eBay account.  But he assured me that the eBay Team was aware of the problem and the "unlinking" had stopped.  That is great news.  Now, what about the folks whose PayPal email addresses were removed?   Why has there not been an announcement made?  I was told that eBay was still investigating and so no announcement had been made because, at this time, no one is really sure how many eBayers have been affected and glitches are only announced when the problem is site-wide or when a huge number of users are affected.

But what about the users who were affected?  Their emails to me indicated that, first of all, they had security concerns about the eBay site because they were being asked to provide their PayPal password in order to bid on my items (which I am assuming is how the system was attempting to get them to link their Paypal email address) and they were also specifically concerned about me and why I would want their Paypal password because this only happened on my listings.  The potential buyers' emails to me also indicated that they were frustrated  at having a problem purchasing my items and they appeared to be insulted that I would not let someone like them (someone with good feedback, a Paypal account in good standing, and a PayPal account linked to their eBay I.D.) purchase my items. 

It is safe to assume that I have lost a fair number of sales recently due to eBay's "glitch" which penalizes sellers such as myself who use "PayPal Required" listings.  I use the PayPal Only Requirement to cut down significantly on nonpaying bidders.  eBay recommends PayPal only or Instant Payment listings.  But now, another one of eBay's glitch is costing me sales.  I am sure there are many potential buyers that never even emailed me to express their frustration or to inquire about how to fix the problem they were encountering.  Instead, they went to someone else's listing to purchase or they logged out of eBay altogether and went to a "more secure" site which did not ask for their PayPal password when they attempted to make a purchase. 

And, of course, I now get the job of "educating" eBayers (who emailed me with details of the problem) on how to link their PayPal email addresses to their eBay ID account again.   Of course I am frustrated with eBay.  I am frustrated with the glitch-infestation and I am frustrated that eBay will not put out an announcement letting people know about the problem along with the details of the simple fix.  It is me, the eBay seller, who suffers the lost sales and I am the one who is tasked with informing buyers about the problem and letting them know they can purchase my items after they fix the problem that the eBay glitch caused for them.  And, naturally, a frustrated eBay buyer is exactly the kind of buyer who I expect will downgrade me on my DSRs to express their frustration.  After all, how else can they communicate their unhappiness with the eBay system?

For anyone who needs to "link" their PayPal email address to their eBay I.D., the following steps should help you:

1. Log into your eBay account.

2. Go to "My eBay".

3. On the left hand side of the screen under "Account", click on the "Addresses" link.

4. Next, click on "View All Shipping Addresses".

5. If the "Add PayPal Address" button appears then you do not have your PayPal email address linked to your eBay account.

Any eBayer who does not have their PayPal email address linked to their eBay I.D. will be blocked from bidding on a listing that is "PayPal Required".  And since all of my listings are currently "PayPal Required", I now know why some of my items are not selling as well as I had anticipated.  What is the point in maintaining good DSRs and becoming educated on Best Match so that I can appear at the top of the searches when the good eBay buyers are being denied access to purchasing from me because of an eBay glitch that eBay will not announce?

You sent a request for money to someone and the payment came back in the form of an eCheck. What is an eCheck, and how does it differ from an instant PayPal payment?
In the same way that Quasi-cash is the equivalent of cash in the physical (as opposed to online) world, eChecks are the digital counterpoints of the pieces of paper found in a checkbook. When someone sends you an eCheck as payment, the funds won't be deposited into your account for three or four days (however long it takes for the eCheck to clear).

eChecks from the buyer's point of view

From the buyer's standpoint, sending an eCheck is advantageous; the funds are left in the buyer's bank account for a few extra days, earning interest, and no credit card debt is incurred. To send an eCheck, in response to an invoice or Money Request, you need to have a bank (checking or savings) account linked to your PayPal account. Here's how:
1. When you receive a request for money, click the Pay button to make a payment.
2. On the Pay Money Request page, click the More Funding Options link under the Funding Options section of the page.
3. On the Funding Options page, select the eCheck option and choose which bank account to use.
If necessary, you can link a new bank account to your PayPal account by clicking the Add Bank link.
4. Click the Continue button.
Verify the payment details and click the Send Money link.

eChecks from the seller's point of view

If you receive an eCheck payment, you get a PayPal e-mail informing you that "Cash is on the Way!" If you hoped for "Cash is Already Here!" you may feel a little disgruntled, but the good news is that you'll get payment in three or four days.

If you look at the transaction in your PayPal Account Overview, you see a status of Uncleared until the funds are transferred from the buyer's bank account. It's important that you don't mail any items to the buyer until after the payment has cleared.

From a seller's standpoint, there's one big advantage to getting an eCheck. Unlike other PayPal fees, which are charged as a percentage (usually 2.9 percent) of the value of the item, the total fee for an eCheck won't exceed $5.00. If you're selling an item that's valued at over $162, you'll get a break on the transaction fees. If the item is very expensive, you can save a good amount.

Refunding eChecks

It came happen: A red-faced seller might actually admit that the item description wasn't an accurate representation of the item, and offer to refund your payment. If you paid via eCheck, the seller could have issued a refund. Like other PayPal payments, the seller could not have initiated the refund until the funds had been deposited into his or her PayPal account.
As with any PayPal payment, the eCheck payment must be refunded within 60 days after the payment was sent. PayPal reimburses the seller for any PayPal fees charged against the transaction.

Blocking eChecks

Some sellers don't want to wait for their money and decide to block eCheck payments. If you decide to block eCheck payments, you can
1. Log on to your PayPal account and click the Profile link to go to the Profile Summary page.
2. Click the Payment Receiving Preferences link, which you find under the Selling Preferences column.
3. Check the "eCheck for Web site and Smart Logo payments with PayPal" option.
4. Click the Save link.
Buyers can no longer pay for your items with eChecks.

Doch damit nicht genug: Klickt sich der Anwender durch das Menü, erscheinen in einem Formular etliche Felder, die er ausfüllen soll. Unter anderem fragt das System die Nummer der Kreditkarte ab - inklusive der dazugehörigen Kontrollnummer. Damit sich das Opfer nicht vertippt und auch wirklich die richtigen Daten an die Kriminellen übermittelt, haben sie sogar Hilfestellungen in Form von Grafiken eingebaut, mit denen die Nummern auf den Karten aufgefunden werden.

Normalerweise werden solche gefälschten Web-Seiten relativ rasch nach dem Bekanntwerden des betrügerischen Hintergrunds aus dem Web genommen. In diesem Fall ist dies jedoch nicht so leicht möglich. Die Online-Kriminellen haben die Internet-Adresse paypal-xxxxxxx-xxxxxxx.com offenbar über eine chinesische Scheinfirma gekauft, die Daten des Internet-Auftritts sollen auf einem australischen Server liegen. Paypal ist bereits über den aufwendig inszenierten Betrugsversuch informiert. Wer eine solche E-Mail erhält, sollte auf keinen Fall den darin enthaltenen Link anklicken. Ist dies bereits geschehen, könnte sich Schad-Software auf dem Rechner installiert haben. Auf der Internet-Seite sollten in den Formularen keinerlei Felder ausgefüllt werden, damit die Online-Kriminellen nicht auch noch an die Bankdaten eines weiteren Opfers gelangen.

"Much like the first incarnation of the Apple iPhone, and other hotly pursued consumer electronics, eBay sellers are cashing in on iPhone 3G eBay sales. Seller Dre101685, who offered a set of three black 8GB iPhone 3Gs found the auction bid up to over $2,000 this week. Kosmos247's lot of four white 16GB iPhone 3Gs was also bid beyond the $2,000 mark.

Despite the high dollar sales on the iPhone, eBay Pulse data still shows "iPhone" as the fifth most popular search on the eBay.com site. Topping the iPhone as the most popular search is Wii, iPod, Xbox 360 and Coach. On the Canadian eBay.ca Web site, iPhone is currently the third most popular search with Xbox 360 and iPod taking the number one and two spots. For the UK eBay site, eBay pulse tracks the top four searches terms as Wii, followed by Nintendo Wii, Xbox 360 and PSP."
