<p style="text-align:justify;"><strong>Israel's High Court </strong>has narrowly upheld a law denying <strong>Palestinians </strong>from the <span style="color:#000000;"><strong>West Bank and Gaza </strong></span>married to <strong>Israeli citizens</strong> the right to live in the country with their spouses.</p>
<p style="text-align:justify;"><!--proximic_content_off--> <!--proximic_content_on--></p>
<p style="text-align:justify;">The judges voted by <strong><span style="color:#888888;">six to five</span></strong> not to cancel a four-year-old amendment to the <strong>Citizenship Law</strong> which outlaws "<span style="color:#0000ff;"><strong><em>family unification"</em></strong></span> in Israel between Palestinians and Arab citizens of Israel.</p>
<p style="text-align:justify;">It was passed as a one-year emergency measure in 2002 on the ground that it was needed to protect Israeli security. But the amendment, described yesterday by the <strong>Knesset member Ran Cohen, of the left-wing Meretz party</strong>, as <span style="color:#0000ff;"><strong><em>"rooted in racism",</em></strong></span> has been renewed every year since then.</p>
<p style="text-align:justify;"><strong><span style="color:#0000ff;"> Israel's Chief Justice, Aharon Barak</span></strong>, sided with the minority on the bench, declaring:</p>
<blockquote>
<p style="text-align:justify;"><span style="color:#0000ff;"><strong><em>"This violation of rights is directed against Arab citizens of Israel. As a result, therefore, the law is a violation of the right of Arab citizens in Israel to equality."</em></strong></span></p>
</blockquote>
<p style="text-align:justify;"><!--more--></p>
<p style="text-align:justify;"><strong>Muad el-Sana, an Israeli Arab lawyer</strong> who is married to a Palestinian woman from the <strong>West Bank town of Bethlehem </strong>and works for Adalah, one of the agencies bringing the case, declared:</p>
<blockquote>
<p style="text-align:justify;"><span style="color:#0000ff;"><em>"This is a very black day for the state of Israel and also a black day for my family and for the other families who are suffering like us. The government is preventing people from conducting a normal family life just because of their nationality."</em></span></p>
</blockquote>
<p style="text-align:justify;">While the court had granted <strong>el-Sana's wife, Abir, a university lecturer,</strong> a temporary injunction preventing her deportation, Mr el-Sana said the <strong>high court's ruling</strong> would make it almost impossible for the couple and their two children, aged 2 years and five months, <strong>to continue living together.</strong></p>
<ul style="text-align:justify;">
<li>Their individual petition said that he has no right to live in Bethlehem and she has no right to live with her husband in the Negev.</li>
</ul>
<p style="text-align:justify;"><strong>Mohammed Barakeh, a prominent Arab Knesset member</strong> on Sunday said the ruling <span style="color:#0000ff;"><em><strong>"gives racism a shady alibi." </strong></em></span>He added:</p>
<blockquote>
<p style="text-align:justify;"><span style="color:#0000ff;"><em> "The fact that the ruling was opposed by several of the judges is a ray of light that does not illuminate the darkness of the court's decision and the Knesset's legislation."</em></span></p>
</blockquote>
<p style="text-align:justify;">Official figures show that of <strong>22,000 applications </strong>for such reunification since the<strong> Oslo accord </strong>in the mid 1990s only 6000 have been granted. Adalah said yesterday that the state had said that it had interrogated only 25 of these <span style="color:#0000ff;"><strong><em>"for alleged involvement in terrorist activities"</em></strong></span> and that the state anyway had ample capacity to carry out security checks during the staged process towards legal status. Adalah said last night that in 1980, at the height of <strong>apartheid, a South African court </strong>had refused to approve orders similar to the present Israeli law <span style="color:#0000ff;"><strong><em>"because they contradicted the right to a family."</em></strong></span></p>
<p style="text-align:justify;">Last year the then<strong> Interior Minister Ophir Pines-Paz</strong> slightly modified the law by widening ministerial discretion to award legal status to <strong>Palestinian spouses</strong>. Yesterday <strong>Haim Ramon, Israel's Justice Minister</strong>, indicated he would be seeking to recast the law to apply equally to all ethnic groups but warned that no country was obliged to admit citizens form an authority with which it was in conflict. He added:</p>
<blockquote>
<p style="text-align:justify;"><span style="color:#0000ff;"><em>"We have to remember that this law was legislated during the Palestinian uprising, when several people who received citizenship through family unification carried out attacks."</em></span></p>
</blockquote>
<p style="text-align:justify;">The <strong>outgoing judge Michael Cheshin</strong>, who voted with the majority, said during a debate in February:</p>
<blockquote>
<p style="text-align:justify;"><span style="color:#0000ff;"><em>"The Palestinian Authority is an enemy government, a government that wants to destroy the state and is not prepared to recognize Israel... Why should we take chances during wartime? Did England and America take chances with Germans seeking their destruction during the Second World War? No one is preventing them from building a family but they should live in Jenin instead of in [the Israeli Arab city of] Umm al-Fahm."</em></span></p>

<p style="text-align:justify;">* The Israeli army said it had killed at least seven Palestinian militants in the West Bank yesterday. One of the men killed was Elias Al Ashkar, blamed for suicide attacks including the one in Tel Aviv on 17 April which killed 11.</p>

<title><![CDATA[Israel: Não tenha inveja do vencedor]]></title>

<p>O objetivo político imediato do vencedor das eleições primárias do Kadima [partido que detém a maioria no parlamento de Israel - o Knesset] deve ser formar uma coalizão e assumir rapidamente o controle do novo governo, em um esforço para firmar o partido e seu líder na ponta da corrida entre o Kadima (e idealmente o Labor [partido trabalhista israelense], em um bloco unificado) e o Likud [maior partido liberal e de centro-direita] nas próximas eleições gerais [em 2010]. Isto não pode ser feito apenas apagando os incêndios, gerenciando as crises e buscando oportunidades. Para isso, é necessário uma estratégia.</p>
<p>A base para toda estratégia de sucesso - seja ela militar, política ou do mundo dos negócios - é focar no que é essencial e concentrar seus esforços. Todos os líderes precisam de um tema central, com o qual eles se identificam, segundo o qual eles priorizam suas agendas e através do qual eles ganham respaldo público e internacional. A mensagem precisa ser simples, compreensível e consistente, e tem de apresentar uma solução para um importante problema nacional.</p>
<p>Novos primeiros-ministros estão suscetíveis a dois perigos imediatos. O primeiro é sua tendência a envolver-se com tolices que roubam a energia e o poder político que lhes são necessários. É o que ocorreu a Ehud Barak com o transporte de uma turbina de superaquecimento no Shabbat [dia de descanso semanal dos judeus, em que todo trabalho é proibido], o que desestabilizou sua coalizão, e a Benjamin Netanyahu com sua luta contra as "velhas elites", que apresentaram forte resistência contra ele.</p>
<p>O segundo perigo é o de emaranhar-se em uma crise de segurança desnecessária, que distrai o público do problema central. É o que aconteceu a Netanyahu com a abertura do túnel sob o Muro das Lamentações em Jerusalém e a Ehud Olmert durante a <a href="http://pt.wikipedia.org/wiki/Segunda_guerra_do_L%C3%ADbano" target="_blank">Segunda Guerra do Líbano</a>. Nestes casos, o novo líder viu-se preso a situações complicadas por tentar mostrar que era forte e que detinha o poder, quando, na realidade, os eventos terminaram expondo suas fraquezas.</p>
<p>Independente de quem suceda Olmert, essa pessoa precisará evitar este tipo de armadilhas e perceber que sua situação é pior que a de Olmert quando este assumiu, parcialmente porque o novo líder não terá um mandato escolhido pelo povo - apenas pelos votantes do Kadima. E o público estará pronto para relembrar o novo primeiro-ministro disso ao primeiro sinal de uma crise. Além disso, o novo primeiro-ministro não terá muito tempo. Um novo líder necessita aproximadamente um ano para formular uma estratégia e uma política praticável. Mas a pessoa que chegar ao poder no meio do jogo não terá muitas oportunidades para corrigir erros, o que significa que o novo primeiro-ministro deverá ser rápido em estabelecer uma estratégia distinta da que foi realizada por Olmert, e esperar que esta agüente até as eleições gerais.</p>
<p>Também há fatores ameaçadores no exterior do país. Os Estados Unidos estão paralisados enquanto esperam um novo presidente, o presidente palestino Mahmoud Abbas deverá deixar seu cargo em janeiro, o líder do Hezbollah, Hassan Nasrallah, quer vingança, e a recessão global ameaça a todos. É claro, deve-se estar atento a crises inesperadas, como violentos conflitos entre colonos [israelenses] e palestinos na Cisjordânia que poderiam pôr Israel em um atoleiro internacional e ameaçar a estabilidade doméstica. As peças parecem estar se encaixando exatamente para um conflito deste tipo, ou talvez um confronto entre colonos e soldados.</p>
<p>Em que poderá o herdeiro de Olmert focar seu trabalho? O avanço das negociações com os palestinos para uma solução baseada na co-existência de dois Estados parece uma escolha óbvia que caracterizaria o Kadima como o partido da paz, em contraste com o Likud, e garantiria o apoio internacional para o novo primeiro-ministro. Mas sérias negociações com a Autoridade Palestina colocariam em risco a coalizão por causa do Shas [partido que defende os interesses dos judeus ortodoxos], e, de qualquer forma, o público não acredita que tal acordo seja possível.</p>
<p>As negociações com a Síria têm o apoio das autoridades de segurança e envolvem benefícios estratégicos para Israel, que está tentando colocar alguma distância entre o presidente sírio, Bashar Assad, e suas alianças no Irã. O problema é que o avanço das conversas em vista de um acordo requer uma intervenção norte-americana; o que não é de interesse da administração que está deixando o poder, e a que vai assumir necessitará algum tempo para formular uma política.</p>
<p>A preparação do país para enfrentar a ameaça iraniana lembraria memórias heróicas dos anos 1950, reforçando a imagem do primeiro-ministro como um líder eficaz em matéria de segurança, e queimaria a melhor cartada de Netanyahu para as eleições gerais. Mas o risco é grande. O público começaria a esperar uma guerra preventiva contra o Irã para impedir que este país desenvolva armas nucleares. Isto necessitaria apoio norte-americano, o que não existe atualmente, e o fracasso em realizar o que foi planejado transformaria o primeiro-ministro em uma figura patética.</p>
<p>Se o novo primeiro-ministro inicia um conflito com os colonos, como fez Ariel Sharon, isso fortaleceria o Kadima aos olhos dos votantes centristas, mas criaria uma profunda fissura interna. E há dúvidas de que o sucessor de Olmert terá o prestígio público ou a habilidade política para realizar um movimento como este.</p>
<p>Convocar eleições antecipadas antes que a liderança do herdeiro de Olmert se grave na consciência pública seria um suicídio político. Uma tentativa de congelar tudo, conduzir negociações políticas fúteis e tratar de questões domésticas tais como a "reforma política" ou a "luta contra a corrupção" até que as circunstâncias externas mudem, tornaria o primeiro-ministro um personagem de menor importância, apenas passando o tempo no poder, assim como Olmert foi descrito desde a Segunda Guerra do Líbano.</p>
<p>Quem quer que suceda Olmert, este terá de escolher entre um grande espectro de opções, colocando o novo líder em um teste complexo em um período no qual o público deseja encontrar seu caminho para sair do marasmo dos últimos dois anos, mas não acredita no sistema político. Não há outra conclusão possível senão a de que não há razões para se ter inveja do vencedor.</p>

<p>Europe may soon prove a model in this regard – the unhappy case of Britain notwithstanding. This December, Israel’s Dr. Arieh Eldad, a former member of the Israeli Knesset, will host the Facing Jihad Summit in Jerusalem. The summit seeks to bring together “European lawmakers who are united in their shared belief that Islam today poses a serious threat to Western civilization.” The idea is to create an alliance of politicians who can workshop legislation to prevent creeping Islamization, which they can then bring back to their home countries and create a voting block in the EU parliament. The attending parliamentarians will be joined by experts on radical Islam such as Daniel Pipes and Bat Ye’or, but bigotry will not be tolerated: Eldad emphasizes that the summit will bar “neo-Nazis and racist parties” like the British National Party. “Seven countries will be represented so far,” </p>

WILDERS. "You have almost lost Europe. I think its one minute to 12:00. And I think that we need a lot of support from the United States that it won`t come so far. That is why as 30 European politicians, we gathered in December in the Israeli Knesset as a lawmaker summit to show the world and to show Europe and even the Americans that we are not only a few mavericks, that there`s an enormous group of the European population that are fed up with the Islamization of the continent."</p>

Sedan får vi väl se om det är som islams bundsförvant eller om Sverige är intresserad att debattera sakfrågan. Om det är riksdagspartier/politiker som deltar eller andra. Misstänker starkt att våra riksdagspartier i vanlig ordning fegar ur.</p>
<p>Israels Dr Arieh Eldad, tidigare medlem i det israeliska Knesset, kommer att vara värd för Facing Jihad toppmötet i Jerusalem. Toppmötet syftar till att sammanföra "europeiska lagstiftare som är förenade i deras gemensamma övertygelse om att islam i dag utgör ett allvarligt hot mot den västerländska civilisationen." Idén är att skapa en allians av politiker som kan förorda en lagstiftning för att förhindra en smygande islamisering, som de sedan kan föra till sina hemländer och skapa en oppinion för i EU-parlamentet. Part i målet kan man tycka om denne Dr Arieh Eldad, men varför skulle man inte i Israel ta upp frågan som hotar landets hela existens och i förlängningen även västs grundsyn. </p>

By Ray Hanania --</strong> In the backdrop of the Israeli-Palestinian conflict that dominates everyone’s attention and the news, another fight for the protection of children, families and Christian education is taking place in the Middle East. It is being waged by a Palestinian woman named Nadia Hilou who has bucked the systems in Israel and in the Palestinian community to do what some thought not possible.<!--more--></p>
<p><font face="Bookman Old Style">A long time advocate of children and family rights, Hilou is a citizen of Israel and ran for the Israeli Knesset so she could advocate for the rights of all people in Israel, Arab and Jewish.</p>
<p>Instead of running on one of the Arab Israeli party lists only to see her message drown in the "us against them" fight for Palestinian rights, Hilou ran on a mainstream list with the Israeli Labor Party.  This way she would make sure her message reached everyone and change would follow. </p>
<p>The only Palestinian Christian Woman in the Knesset – one of 17 women and one of only two Christians – Hilou will not stop fighting for family services and the rights of children even when everyone else has.</p>
<p>Last week, for example, she called a special meeting of the Knesset committee she chairs, the Committee on the Rights of the Child, to examine the facts behind the recent murder of two young children. Only two members of the Knesset showed up but Hilou’s hearing gave the local media facts that might not have been heard.</p>
<p>Experts testified that five or six children are murdered by relatives every year in Israel. But others, like Dr. Hanita Zimrin, who heads Eli, the Israel Association for Child Protection, said she thought this was the tip of the iceberg. Many cases that are listed as suicides or accidents may have been murders, she said.</p>
<p>While many of the other members of the Knesset, especially in the Arab parties, are in the news addressing the bigger political issues of peace, conflict and Middle East geopolitical tensions, Nadia Hilou is persistent in seeking to elevate other important issues that have been overshadowed by the conflict.</p>
<p>Dealing with the over-shadowed and often ignored issues like honor killings, the murder of children, social services for families and helping to improve education, including for the fast disappearing Christian Arab citizens of Israel. Has caused her some grief.</p>
<p>Some activists insist she should be fighting for Palestinian rights the old fashioned Arab way, with the usual anti-Israel diatribes that embrace loud emotional words and empty bombast with blind rejection of all compromise. It is a style that typifies how Arab leaders have dealt with almost all conflicts over the years.</p>
<p>But Hilou represents a new generation of Palestinians who are working from within the system to do good things. She not only helps Christians, she also fights hard to defend the rights of Muslims and also Jews. That’s why she received overwhelming support in her election on the mainstream Israeli Labor Party list when she ran.</p>
<p>The Palestinian political establishment also discourages women from seeking any high public role, especially in politics and despite the successes of a few, like Hanan Ashrawi, the Palestinian leadership is across party lines are overwhelmingly male. Women are pushed aside, and that fact is one motivation for her critics who believe women should not hold public office not only in Israel but in the Palestinian territories.</p>
<p>But that’s the courage of Nadia Hilou. She won’t allow political correctness or partisan politics to discourage her from standing up and being the champion of needy children, families, women or others in Israeli and Palestinian society.</p>
<p>Behind the scenes, Hilou has been working hard to help get Christian schooling accredited in Israel. She was instrumental in getting Israel to approve the Christian education program at the Mar Elias school in Ibillin in the Galilee. The school is operating as a branch campus of the University of Indianapolis in Indiana in the United States, and re-opens for classes again this Fall, thanks to Nadia Hilou. This open the doors also to Muslims seeking educational programs, too.</p>
<p>It is because of her help working through the Ministry of Education and the Council on Higher Education that Mar Elias achieved full accreditation as a stand-alone University next year. It is now an official branch of the University of Indianapolis, one of the few schools offering Christian education not just in Israel but in the entire Middle East.</p>
<p>This is the first Arab Israeli Christian University in Israel. And that’s important. Very important.</p>
<p>But there is some vocal opposition in Israel and among Palestinians. What angers them, I am sure, is that Nadia Hilou is so much more different and better than our failed political leaders who would rather do everything the old failed way than the new, right way.</p>
<p>She won’t be silenced when children are murdered. She won’t be silenced when a Christian minority needs educational support. She won’t be silenced when a family is in need – Christian, Muslim or Jewish. And, she won’t be silenced by extremists who criticize her because she is a Palestinian working from inside the Israeli system with a mainstream Israeli party doing more than pandering to political emotions.</p>

<p>That’s exactly why she needs our support and why I am happy to support her by organizing a fundraiser on her behalf and on the behalf of the Mar Elias school in Israel in Oak Park Illinois on Oct. 8.</p>
<p>Doing the right is always more important and more correct than the usual political correctness, whether it is with Palestine or Israel.</p>

La Knesset (parlement israélien) a voté au début du mois de septembre une loi qui facilite la production et la réalisation de films étrangers sur le sol israélien. </span></p>
<p style="text-align:justify;"><span class="cap"><!--more-->Première mesure phare : une <strong>baisse des taxes</strong> pour les sociétés cinématographiques étrangères, ce qui fera bien sûr baisser les coûts de production. Deuxième mesure : promouvoir le recours à des sociétés israéliennes - une idée qui semble d'ailleurs un peu en contradiction avec la première. </span></p>
<p style="text-align:justify;">Le texte vise également à <strong>promouvoir les co-productions</strong> entre Israël et un autre pays en promettant, à certaines conditions, 13% de réduction sur les taxes.</p>
<p style="text-align:justify;"><span class="cap">Reste que pour profiter de ces taxes diminuées, <strong>deux conditions majeures</strong> ont été posées. Les productions étrangères devront dépasser le million et demi d'euros (8 millions de shekels). Et un producteur israélien devra impérativement chapeauter les productions étrangères qui voudront bénéficier de ces avantages fiscaux.</span></p>

<title><![CDATA[Israel in Turmoil]]></title>

<content:encoded><![CDATA[<p>At the time I’m writing this column (Wednesday evening), the final results are not yet in. However, exit polling and other publicly-available information suggests that Foreign Minister Tzipi Livni has beaten out rival Transportation Minister Shaul Mofaz in the Kadima primaries to become head of the party, and by extension, the presumptive next Prime Minister of Israel. There’s only one problem: legally, she won’t be the next Prime Minister—at least not without new elections, which aren’t due until 2009. Kadima, a left wing party masquerading as the true political center, was forced to have internal party elections at the demand of their coalition partners in order to avoid early national elections. The event is more for show than anything. Unless Olmert dies, is incapacitated or declares himself unable to carry on, he remains in power. And interviews with the Israeli media suggest that the latter-most option, the only viable way to hand over the reigns of power, is not on the table. So, what does this all mean for Israel?</p>
<p>First, it means that, at least for several more months, barring an unforeseen issue, Olmert will remain in power. In turn, this means that the majority of Israel will be greatly dissatisfied, since as a leader whose approval rating reached as low as 9 percent, he is envious of Bush’s numbers. But what it also translates to is great damage to Kadima when the next national election is held. If he is the face the Israeli public sees before going to vote, the party built on the unduly good name of Ariel Sharon will be crushed and perhaps outright removed from Knesset like Gil (the Pensioners Party) is expected to be.</p>
<p>Of course, one must acknowledge the possibility that Livni is allowed to assume power several months ahead of national elections. If that happens, she’ll be forced to either retain the current coalition, or build a new one, to avoid starting a long process of gridlock that will ultimately force early elections in Israel. Certainly the parties on the opposition are inclined to stay there, meaning that she needs to keep her partners interested in remaining alongside her. Since the major one, Labor, will likely gain more seats with an early election, the odds of her being able to keep the present coalition together aren’t all that high. On the other hand, if she does assume power and retain it through new agreements with Labor, it will be her record that helps decide the next Israeli elections. As the head of state, power will be hers to lose. And, if we look to her record to speak on how she’ll perform, chances are she will hurt the party, less so then Olmert, but to a much greater degree than the exponentially more competent Mofaz.</p>
<p>She is, in essence, a clone of Olmert, but with slightly fewer moral failings. Accordingly, the odds of multiple criminal indictments forcing her to resign in disgrace are small. Since she helped craft so many of the policies that failed Olmert, when she is the one having to own up to the military mistakes being made, her approval rating will plummet. Just as Olmert helped to set back Israel’s most successful political party, she will likely turn it into a minor party that, given another few elections, will disappear entirely. This means more seats for both Labor and Likud. In turn, Israel will then wind up with either a far left or a center-right government depending on how successful the non-major parties are. Given the problems Israel is facing, the timing is perfect for the latter to return to power.</p>
<p>So, while in the short term Israel will be for the worse, her election should help usher in a return of conservatism, an ideology that died out with the banning of Kach prior to the 1988 elections. And that is exactly what Israel needs to help prevent her further decline.</p>
