<p>Sebelum memulai, ada baiknya merename Interface LAN SkyStar2, masuk ke Control Panel - Network Connection, pilih salah satu Local Area Connection X, lihat propertynya, kalo ada yang <em>connect using</em> TechniSat DVB-PC TV Star PCI, berarti interface tersebut SS2, gantilah nama Local Area Connection X menjadi SS2</p>
<p>oke sekarang arahkan ke satu satelit yg mau dijadikan target,misalnya PALAPA, trus ambil salah satu file hasil grabbing (pake skynet ato filegrabber di transponder 3840H28000), misalnya 60c02fc200_000000c5. jpg, nah ambil aja 60c02fc200 sb mac address, pokoknya Mac Address itu bilangan Hexadesimal 10 digit unik</p>
<p>trus buka program Technitium Mac Address Changer, pilih interface SS2, trus klik Change MAC, masukkan 0060c02fc200 (tambahan 00 didepan utk melengkapi jumlah standar 12 digit Mac Address)</p>
<p>Oke terus, buka program Server4PC, di bagian satelite setting pilih add satellite, kasih nama PALAPA (LOF 5150, Switch 0, Diseq none)<br />
Trus klik Transponder Management, klik add masukkan FR3840 SR28000, klik Tune untuk mulai tuning, klik OK trus Close<br />
Trus klik ke bagian Data Services, klik add masukkan nama PALAPA, klik OK, pastikan terpilih Mac Source -&#62; Broadband Receiver, di bagian PID list hilangkan conteng hexadecimal, trus insert 512, 513, 514, 515, 516, klik OK</p>
<p>Nah pada waktu udah disetting dengan benar, maka akan muncul aktifitas di interface SS2</p>
<p>sekarang saat nya buka IMSniff yg udah diextract tadi, klik menu start sniff, lalu pilih interface SS2, lalu silahkan menikmati hasilnya</p>

<content:encoded><![CDATA[<p>Immer stärker zeigt sich für mich ein Tendenz auch in privaten Wohnungen eine komplexere Netzwerkstruktur aufzubauen. Die Zeit in der eine Familie überlegt hat ob sie sich überhaupt einen Computer zulegen soll ist meiner Meinung nach längst vorbei und einzelne Computer die mit internem Modem oder ganz abgekapselt das komplette Netz der Wohnung darstellen sind nahezu ausgestorben.</p>
<p>Diese Entwicklung wurde natürlich durch den Preisverfall bei Hardware begünstigt, ermöglicht wurde sie meiner Meinung nach jedoch eher durch die stärkere Verbreitung von schnelleren Internetanschlüssen und vor allem durch CS-Kiddies die sich jedes 2. Jahr dringend einen neuen Computer zulegen müssen.<br />
Letztere Aussage mag auf den ersten Blick etwas unsinnig wirken, aber welche Familie würde sich schon einen 2. PC kaufen wenn die Kinder nicht am PC spielen würden? Fürs surfen und Onlinebanking reicht pro Familie meistens ein PC (Naja, bei mir und meiner Freundin eher nicht, da braucht schon jeder seinen eigenen sonst kommen wir uns ins Gehege.^^), auch die Steuererklärung kann man noch daran machen. Erst wenn der Sohn den PC 3 Stunden am Stück mit Battlefield belegt, die Tochter Sims spielen oder ihre Freundinnen per ICQ über den neuen Kerl in der Klasse ausfragen will, und der Vater eigentlich nur kurz sein neuestes Spielzeug bei Reichelt, Conrad oder Ebay kaufen wollte... erst dann wenn es also so richtig kracht fangen die Familienmitglieder an sich  jeweils einen eigenen PC zu kaufen. (Bzw. im Normalfall kauft das Spiele- oder Hardwaresüchtigste Mitglied der Familie meistens alle paar Jahre PCs und gibt die alten an den Rest der Familie weiter.)</p>
<p>Plötzlich ergeben sich die altbekannten Vernetzungsprobleme die man von allen Ansammlungen mehrerer Rechner so kennt. Papa möchte kurz vom Rechner des Sohnemanns die Fotos der letzten Familienfete runterladen, die Tochter will nur mal eben die Musiksammlung ihres Bruders mit ihrer eigenen abgleichen und das ganze sollte möglichst auch noch ohne großes Rumgerenne mit USB-Sticks oder DVD-Rohlingen geschehen.</p>
<p>WLAN bietet sich da natürlich für die Verbindungen an und wird in den meisten Fällen auch genutzt. Wer will schon Kabel verlegen?</p>
<p>Was jetzt noch fehlt sind einfach zu konfigurierende Multimedia-Serversysteme mit geringem Stromverbrauch, <a href="http://de.wikipedia.org/wiki/Network_Attached_Storage" target="_blank">NAS-Lösungen</a> sind ein Anfang, doch ich glaube nicht dass eine 08/15-Familie einsieht warum sie mehrere hundert Euronen für ein Gerät ausgeben soll, das für sie keinen eindeutig erkennbaren Mehrwert in Form von völlig neuen Funktionen bietet. Alles was ein NAS-System kann, kann problemlos vom Arbeits-PC übernommen werden, klar schluckt der dafür erheblich mehr Strom und läuft auch nicht die ganze Zeit aber das sind alles nur Detailverbesserungen die nicht wirklich als gute Kaufargumente verwertbar sind.</p>
<p>Der Ausweg wäre leicht, es sollte z.B. kein Problem sein NAS-Funktionen in den digitalen-Videorekorder oder den <a href="http://de.wikipedia.org/wiki/Wireless_Access_Point" target="_blank">WLAN-AP</a> mit DSL-Modem zu integrieren (Aber warum sollte man so umständlich anfangen und nicht gleich AP, Videorecorder und NAS in einem Gerät kombinieren?), in derartigen Geräten erscheinen solche Funktionen dann als echter Mehrwert und sorgen (bei verhälltnissmäßigen Preisen) eher für eine Anschaffung als der Verkauf als Einzelgeräte.</p>
<p>Offen bleibt auch nicht die Frage OB etwas derartiges auf den Markt gebracht wird, sondern vielmehr wer es zuerst schafft etwas derartiges auf den Markt zu bringen und dabei UNBEDINGT beide folgende Punkte einzuhalten:</p>
<ol>
<li>Die Bedienung muss einfach sein! Es muss mit wenigen Menüs und ohne technischen Sachverstand möglich sein einen Film per <a href="http://de.wikipedia.org/wiki/Digital_Video_Broadcasting" target="_blank">DVB</a> aufzunehmen (oder per <a href="http://de.wikipedia.org/wiki/BitTorrent_(Protokoll)" target="_blank">Torrent</a> herunterzuladen), die Rechte für Netzwerkzugriffe einzustellen und das ganze auf einem anderem Rechner anzusehen.</li>
<li>Der Preis muss in Bereichen liegen die eine kleinfamilie nicht grundsätzlich abschrecken.</li>
</ol>
<p>Für die Konfiguration der NAS- und AP-Funktionen ergäben sich so ganz nebenbei durch die Kombination mit einem Fernsehsystem auch komplett neue Möglichkeiten. Man braucht nicht länger den Kunden zu erklären warum sie irgendwelche kryptischen IP-Adressen in ihren Browser eingeben sollen, sie müssen einfach nur ihren Fernseher einschalten und auf der Fernbedienung "Einstellungen" drücken.</p>
<p>Kombiniert mit dem Trend zu immer billigeren Computern bzw. <a href="http://de.wikipedia.org/wiki/Netbook" target="_blank">NetTops</a> der sich in letzter Zeit zeigt führt dies auch zu völlig neuen Hardwaremöglichkeiten (der Trend ist ja nun auch bei Aldi <a href="http://www.heise.de/newsticker/Medions-399-Euro-Netbook-auch-bei-Aldi-Nord--/meldung/110148/from/atom10" target="_blank">angekommen</a>). Evtl. wird es bald völlig normal sein zuhause einen relativ leistungsfähigen Server stehen zu haben, der alle anliegenden Daten verarbeitet, Hintergrunddienste ausführt und so ganz nebenbei Fernseher spielt. Surfen, Chatten und arbeiten kann man dann ja recht schnell auf dem persönlichem Mini-Notebook. (Auf die Art kann man insgesammt wohl sogar Geld sparen und der Schnuckel-Faktor ist auch nicht grade zu verachten)</p>

<title><![CDATA[Hauppauge WinTV-NOVA-T-Stick y mando a distancia funcionando (¡por fin!)]]></title>

<content:encoded><![CDATA[<p>Hace un par de meses compré una <a title="Página del fabricante de WinTV-NOVA-T-Stick" href="http://www.hauppauge.fr/Spain/pages/products/data_novatstick.html">Hauppauge WinTV-NOTA-T-Stick</a> y me funciona a la perfección tras haber seguido las <a title="Instrucciones para instalar Hauppauge WinTV-NOVA-T-Stick" href="http://linuxtv.org/wiki/index.php/Hauppauge_WinTV-NOVA-T-Stick">instrucciones de instalación de LinuxTV</a>. Lo que nunca logré hacer funcionar fue el mando a distancia: miles de <a title="Mando a distancia Hauppauge modelo número DSR-0112" href="http://javierarias.wordpress.com/files/2008/07/img_4613.jpg"><img class="size-thumbnail wp-image-46 alignleft" style="border:1px solid black;margin:10px 10px 10px 0;" src="http://javierarias.wordpress.com/files/2008/07/img_4613.jpg?w=67" alt="Mando a distancia Hauppauge modelo número DSR-0112" width="67" height="96" /></a>pruebas que nunca funcionaron acabaron por desquiciarme, san Google no me ayudó y acabé por pasar del mando... hasta ayer por la tarde. Volví a entrar en las instrucciones de LinuxTV y vi que habían añadido una sección para el mando a distancia, pero esas instrucciones no funcionaban pues explican la instalación para dos modelos de mando diferentes al que viene con mi <em>stick</em>, cuyo <strong>número de modelo es DSR-0112</strong> (lo podéis ver en la parte trasera), de 35 teclas, gris por la parte delantera y negro por la trasera; lo podéis ver en la foto de la izquierda (clic en ella para verla a tamaño completo). Total, que pongo a funcionar <a title="Página oficial de LIRC" href="http://www.lirc.org/">LIRC</a>, intento capturar las teclas de mi mando usando <code>irrecord</code> para generar mi <code>lircd.conf</code> y me da los siguientes errores siempre:</p>

<p>Estos errores son debidos a que las pulsaciones en el mando a distancia no son detectadas por LIRC pese a que el sistema sí reconoce un receptor de infrarrojos incrustado en el receptor TDT/DVB. Para hacer que el LIRC reconozca las pulsaciones desde el mando se debe aplicar un parche al driver de la Hauppauge; explicaré el procedimiento que seguí en mi Mandriva 2008.0 (para otras distribuciones el proceso será el mismo con algún comando cambiado, como por ejemplo <code>urpmi</code>). Así, abrimos una consola de <em>root</em> y seguimos estas instrucciones:</p>

<p>Y luego ya seguimos con el procedimiento explicado en LinuxTV:</p>

<p>Una vez hecho esto ya tenemos nuestro <em>driver</em> para la Hauppauge listo para funcionar y para reconocer las teclas pulsadas en el mando a distancia. Ahora reiniciamos el sistema (extrañamente hacer un <em>reload</em> de los módulos no me funcionó :-?) y lo que nos queda es configurar el mando a distancia; esto consiste en asignar al código enviado por cada tecla del mando un "nombre". Esto se hace en el fichero <code>lircd.conf</code> y para configurarlo podemos hacerlo a mano (usando <em>irrecord</em>) o podemos usar un <code>lircd.conf</code> ya preparado para este mando. Para hacerlo de esta última manera abrimos otra consola como <em>root</em> y ejecutamos los siguientes comandos:</p>

<p>Si todo va bien ahora deberían funcionar tanto el dispositivo de TDT como el mando a distancia. El primero lo podemos comprobar con el Kaffeine o mplayer por ejemplo y para probar el segundo ejecutamos el programa <code>irw</code> en una consola y pulsamos algunas teclas en el mando:</p>

<p>Si os sale algo parecido a esto enhorabuena, ya podéis usar el mando a distancia de la Hauppauge WinTV-NOVA-T-Stick en vuestras aplicaciones favoritas. Únicamente tengo el problema de que el sistema reconoce cada pulsación como doble, de manera que si doy a la tecla bajar volumen me bajará "dos veces" de volumen, y si pulso la tecla 4 para ir al canal número 4 en realidad intenta ir al canal 44.</p>
<p>Si usáis KDE os recomendaría echar un vistazo a IRKick (que básicamente es una manera de hacer más fácil la configuración de LIRC bajo KDE), que forma parte del paquete <strong><code>kdeutils-common</code></strong>. Quizás algún día escriba un post sobre IRKick, que éste ya es demasiado largo.</p>

<p>The student leader has been held in the notorious Insein prison since August 2007. He asked prison authorities for an emergency medical treatment two weeks ago because his health had deteriorated, but his request has still not been granted.</p>
<p> </p>
<p>A family member of a political prisoner who visited the prison on Monday told <em>DVB </em>that Min Ko Naing’s family was worried about him.</p>

<p>“His sister told me that Min Ko Naing was suffering from high blood pressure, an eye infection and gout. His family has sent him medicine but his health has not improved yet,” said the mother of Aunt Bwe Kyaw, who is also being held in the prison.</p>

<p>“His family is very worried about Min Ko Naing’s health because his request for proper medical treatment is still being denied,” she continued.</p>
<p> </p>
<p>Min Ko Naing was first arrested in 1989 and spent more than 16 years in prison. He was severely tortured and held in solitary confinement for most of his sentence. He was released in 2004.</p>
<p> </p>
<p>In August last year, 13 members of the 88 Generation Students group including Min Ko Naing were arrested for leading protests in Rangoon. The protests triggered the biggest demonstrations in Burma since the 1988 uprising, but were brutally crushed by the military regime.</p>
<p> </p>
<p>Min Ko Naing is currently being held under the Printing Act and could face up to 20 years’ imprisonment but has still not been sentenced.</p>

<content:encoded><![CDATA[<p>Dopo una digressione sul porno... che sentivo come esigenza di sfogo più che altro... torniamo ai nostri classici temi pomeridiani.</p>
<p>Vi ho lasciato per un bel po' di tempo senza notizie sulla tv via web ed in generale sulle nuove forme di tv.</p>
<p>Giusto per la voglia di catalogazione facciamo un riassunto...</p>
<p>Forme classiche o diventati ormai tali (etere, cavo, satellite, terrestre iptv)</p>
<p>In fase avanzata di sviluppo (p2p, podcast, tv con forte presenza degli utenti stile current tv)</p>
<p>Aggragatori (youutbe, veoh, panjea  et similia)</p>
<p>Piattaforme di condivisione ( i vari mogulus ustream)<!--more--></p>
<p>Naturalmente facciamo questo riaussunto giusti per rendere la vita un'attimonio più semplice ai navigatori poco avvezzi perchè in realtà tutte queste forme di tv si compenetrano e si distaccano...</p>
<p>A che punto siamo con la nuova scommessa della new tv: il p2p... Beh rispetto a quello che ci eravamo detti tanto tempo fa  qualcjhe passo avanti c'è stato. Più intrattenimento più interattività più contenuti ... insomma più bordello che altro. Eh si... ma io mi metto un attimo nei panni dell'utente che per la prima volta si avvicina all'uso di Joost e babelgum...  C'è troppa roba.. o meglio se volgiamo fare un paragone.. Joost sembra meno caotico di babelgum... che sicuramente ha migliorato di gran lunga la grafica e l'estetica del client ma ha reso più impicciata la navigazione per l'utente inesperto.</p>
<p>La barra laterale di destra infatti (quella  con tutti i riferimenti esterni non dovrebbe sempre comparire). Come in joost, un avviso che di volta in volta comprare dovrebbe inviatere l'utente, se vuole, a condividere. Qui passiamo da un eccesso all'altro. Adesso siamo sotto l'ondata della condivisione a qualunque costo e quindi ci permettiamo di munire l'utente di mezzi così potenti.</p>
<p>Ma diavolo ci vuole tanto a creare più utenze a seconda del grado di uso del programma. Non avete capito? Faccio un esempio. Io mi registro a tratattatv client che mi permette di interagire con milioni di canali e contenuti. Applico un politica particolare.  I nuovi iscritti avranno  un  grado newbie, come i forum no? Man mano che l'0utente naviga ed interagisce con il programma lo premio aggiungendo funzionalità al suo account. In maniera tale da crescerlo all'interno del mio walled garden (tiè!).</p>
<p>Va bene provare subito a far colpo con gingiglli e attrezzi multimediali ma siamo sicuri che l'utente inesperto buole subito avere la possibilità di interagire così pesantermente e subito? Non è che per caso all'inizio quello che vuole davvero è vedere i contenuti in maniera asimmetrica e basta. Non pensiamo al classico fruitore tv.. che non si avvicinerà mai a questi tipi di programmi ma all'utente medio di internet che legge punto informatico, wired, hwupgrade e cavoli vari. Siocuri che vuole subito condividere su facebook il suo contenuto e parlarne sul wall? (intendiamoci l'idea è magnifica ma vorrei sapere le statistiche di utilizzo...)</p>
<p>Andiamo piano quindi. Joost e Bablegum sono pionieri e hanno vantaggio sugli incumbent però il principale appeal per fidelizzare utenti deriva dai contenuti questo ricordiamolo sempre.... Contentui che possone essere virali e capaci di suscitare emozioni particolari... L'altro giorno vedevo su current tv un servizio che mi vedeva impegnato in prima persona... Si current tv è un bel esperimento. Classica browser tv streaming figlia di youtube e dei social bookmark. Una tv web 2.0 insomma facile da digerire anche se i contenuti spesso e volentieri non sono di qualità eccelsa. Diciamocela tutta non tutti hanno il fiuto della notizia.</p>
<p>Non so poi se avete visitato il sito di panjea un aggregatore di video che ti da la possibilità di creare un propio flusso multimediale prendendo video un po' dovunque. L'idea è carina .. il sito da riassettare... deprecabile davvero il cattivo supporto per firefox...</p>
<p>Intaoto per chi volesse trasmettere in selfcast mogulus e ustream oppure justin tv hanno fatto passi da gigante... Chiuqneu può crearsi un sito internet in 5 minuti ormai  (magari usando joomla di cui parleremo dopo)  e  montare davvero la "mia" tv  prendendo i contenuti direttamente dalla rete oppure dalla propria telecamera.  tutti diventano edtori di se stessi.. spendendo seplicemnte costi per una connessione.. magarti per i più professional un server dedicato ma siamo nell'ordine deille poche centinaia di euro per un contenuto ipoteticamente fruibile dovunque (in questo l'auditel sarebbe un problema ... :))</p>
<p>Siamo sicuri invece che lo standard iptv sia valido? A me me sa tanto di no... Fastweb e alice non decollano...  ma perchè non sfruttare il p2p direttamente e anche sui decoder? Basta saturazione di banda ...basta ip dedicati alla tv (come fastweb che cazzata!!!)... basta! Voglio una p2p tv magari via bit torrent su un decoder con linux ubuntu sistema operativo e le varie librerie e framework java per la visine. Con api da poter modificare e far girare liberamente. Con sistemi di bterazioni veramente oltre...(zoom interface, statistiche reali e avanzate..pòossiblità di split screen e touch screen...) questo è quello che voglio e che già ipoteticamente si può fare... solol che i potenti non volgiono e voi lo sapete bene... ma su internet niente è davvero impossibile...</p>
<p>oltretutto chi ci dice quanto ancora serviranno i decoder.. magari tra cinque anni i decoder verrano sostituti dai telefoni (esperimento già fatto in sud africa da vodafone se non sbaglio). oppure basta dedoder e schermi e reti dovunque con wi-max (in molti sono in disaccordo), o ancora  tv (scatolotti inteligenti) con all'interno cpu  e wi-fi integrato per  la visione e  laconnessione .. con nuovi sistemi di interazione a distanza... tipo nintendo wii...  ma servirà davvero a qualcosa  o  solo ai soliti per far soldi?</p>
<p>Ps: volevo citare un secondo yalp il nuovo portale telecom che sostituisce alice... a me me pare na cazzata che dite?</p>
<p>ps1: è da un po' che non riesco più a vedere hulu... ma quando finiscono di rompere le palle co ste tv via internet attive solo in alcuni paesi. Avete voluto la globalizzazione..a desso si pedala però... e zattoo? via vu vpn non è più accessibile... manco coi programmini anonimizzatori e basta!</p>

<content:encoded><![CDATA[<p>A pesar de que ya hay muchos contenidos en la red, y a veces es mejor ver unos cuantos vídeos de la <a href="http://www.rtve.es/">web de Televisión Española</a> en lugar de tragarse toneladas de anuncios, hay ocasiones en las que nos apetece ver qué se está cociendo en la tele, ver un partido de fútbol, o simplemente utilizar nuestro portátil como televisor en la mesilla.<!--more--></p>
<p>Para ésto, y como siempre en Linux, no compramos una tarjeta y luego intentamos instalarla, sino que miramos primero el hardware compatible con Linux, y después elegimos la tarjeta.  Este simple gesto nos va a ahorrar muchos dolores de cabeza.</p>
<p>Mi consejo es que directamente optemos por la televisión digital (DVB y en España TDT), por calidad y por compatibilidad futura. Pronto las tarjetas de TV analógicas para PC dejarán de funcionar con el apagón analógico, además la cobertura TDT cada día es mayor y la mayor parte de comunidades que no tenían las frecuencias donde emite la TDT ya han adaptado los amplificadores de sus antenas VHF.</p>
<p>Por eso, debemos obtener la lista de tarjetas compatibles en la web <a href="http://www.linuxtv.org/">Linux TV</a>, en la sección <a href="http://www.linuxtv.org/wiki/index.php/Main_Page">DVB Wiki</a> (Hardware Information).  Así, yo compré una Haugpauge WinTV-NOVA-T por 20€ en PC-City, aunque hay muchas otras soportadas de diferentes precios.  Una vez elegida la tarjeta, en ubuntu Hardy sólo hay que pincharla en un USB y comprobar que la ha detectado correctamente:</p>

<content:encoded><![CDATA[<p style="text-align:justify;"><span style="font-size:x-small;">Jun 5, 2008 (<a href="http://http://english.dvb.no/news.php?id=1400">DVB</a>)–The All-Burmese Monks’ Alliance, 88 Generation Students and All Burma Federation of Student Unions issued a joint statement yesterday rejecting the state constitution adopted by the military regime last week. </p>
<p>The organisations also urged the people of Burma and the international community not to accept the constitution that formally creates a repressive military class and legalises prolonged military rule in Burma. <!--more--></p>
<p> </p>
<p>Htun Myint Aung, a leader of the 88 Generation Students, told <em>DVB </em>that the statement was intended to firmly express that the constitution written in favour of the military and adopted by the junta by force was not acceptable.</p>
<p> </p>
<p>“The constitution drafting process didn’t follow democratic principles and it was written amid injustices,” said Htun Myint Aung.</p>
<p> </p>
<p>“The essence of the constitution doesn’t reflect the public interest or that of ethnic nationalities; it is just systematically structured to permit a long-lasting military dictatorship in the country,” he went on.</p>
<p> </p>
<p>“Furthermore, it was adopted by force and deception and such a constitution is impossible to accept.”</p>
<p> </p>
<p>The statement stressed that parliamentarians elected in the 1990 election had not been allowed to participate in the constitution drafting process and citizens had been threatened and prevented from free participation in the process by degree 5/96 which mandated a prison term for critics of the National Convention.</p>
<p> </p>
<p>Proposals put forward by ceasefire organisations for a federal system in Burma were also rejected.</p>
<p> </p>
<p>In conclusion, the groups emphasised that the UN and the international community should not accept the “military constitution”, which they said does not represent the will of the citizens.</p>
<p> </p>
<p>“We have already documented how the national referendum was held amid gross injustice and deception and we are going to submit our findings to the UN, foreign governments and the international community,” Htun Myint Aung said.</p>
<p> </p>
<p>“We want the UN and international governments to know that diplomatic pressure does not work on Burma’s military junta,” he said.</p>
<p> </p>
<p>“We want them to take practical and concrete action against the generals to stop their continuous repression and bring them to the negotiating table to solve the country’s deep-rooted political impasse.”</p>

<p>Vor knapp 2 Wochen hab ich schon über die EM-Euphorie geschrieben, die viele Firmen dazu treibt, große (Werbe-)Aktionen loszutreten - und den neuen Versuch, <a href="http://meinhandybloggt.wordpress.com/2008/05/21/handy-fernsehen-wahrend-der-euro-kommt-jetzt-der-durchbruch/" target="_blank">Handy-TV der breiten Masse schmackhaft zu machen</a>.  In Österreich sind offensichtlich <strong>alle Anbieter überzeugt, dass die Leute nur auf digitales mobiles Fernsehen gewartet haben</strong>. (In meinem Freundeskreis sieht die Meinung dazu allerdings etwas anders aus, aber gut :-)).</p>
<p><a href="http://diepresse.com/home/techscience/hightech/mobil/388142/index.do?_vl_backlink=/home/techscience/index.do" target="_blank">Heute kann man lesen</a>, dass auch A1 noch rechtzeitig vor Anpfiff des ersten Spiels dem Konsortium beitreten will, das die <strong>DVB-H Lizenz</strong> in Österreich erhalten hat (bisher besteht das Konsortium aus Media Broadcast, ORS, Drei, One).</p>
<p>Bis heute hat die Mobilkom ja als einziger Anbieter offiziell noch keine <a href="http://de.wikipedia.org/wiki/Digital_Video_Broadcasting" target="_blank">DVB</a>-Lösung für Handy-TV präsentiert. Außerdem will man angeblich zusätzlich, wie T-Mobile, auch ein <strong>DVB-T fähiges Endgerät</strong> auf den Markt bringen.<!--more--></p>
<p>Wie sieht es jetzt zur Euro also genau aus? <strong>Drei und One setzen auf DVB-H, T-Mobile auf DVB-T, und A1 angeblich auf beide Varianten</strong>. Die größten Unterschiede zwischen den 2 Technologien: DVB-H wurde speziell für mobiles Fernsehen entwickelt und versendet im Vergleich zu DVB-T weniger Daten und schont so den Akku. Über eine DVB-T-Antenne empfängt man dafür kostenfrei die verschiedenen Fernsehprogramme.</p>
<p>Aus Neugier hab ich bei der GIS angefragt (ich zahl zwar sowieso schon..): <strong>Mit dem Handy</strong> ist es momentan so, dass man <strong>keine Rundfunk-Gebühren zahlen muss</strong> und trotzdem legal Fernsehen schauen kann. Ein Schlupfloch ;-)!</p>
<p>Von den <strong>Geräten her ist die Auswahl leider ziemlich begrenzt</strong>: Auf DVB-H Seite wird von One und Drei das N77 angeboten, von Drei zusätzlich noch ein mit neuer Antenne aufgerüstetes N73. Bei T-Mobile geht das HB620T von LG an den Start. Bei A1 ist noch nichts bekannt, ich tippe aber auf das N77 für DVB-H.</p>

<p>The Burmese military regime claimed the constitution was approved by 92 percent of voters in a national referendum held on 10 and 24 May, but the vote was marred by reports of intimidation and vote-rigging. <!--more--></p>
<p> </p>
<p>Meikhtila NLD chairman Myint Myint Aye said the party had been disappointed with the way the referendum was conducted.</p>
<p> </p>
<p>"We mistakenly believed in the secret voting system announced by the government and we never thought it would turn so ugly – we even urged people to put their fears aside and vote 'No' at the ballot station," he said.</p>
<p> </p>
<p>"But when the referendum was over, we found out about the unfair and illegal actions taken to rig the vote,” he said.</p>
<p> </p>
<p>“But the government accepted the results and announced they had won 92.48 percent of the vote. We strongly denounce this."</p>
<p> </p>
<p>This month’s Meikhtila NLD meeting was attended by local NLD members from Thar Si and Wun Twin townships as well as 1990 elected people's parliament representative Dr Hla Aung.</p>

<p>Among the many responses to the unconscionable blockading of humanitarian assistance to victims of the cyclone that swept through Burma on May 10, perhaps the strangest, if not the most offensive, have been claims that journalists, diplomats and aid workers <a title="Discussion at ANU (New Mandala)" href="http://rspas.anu.edu.au/rmap/newmandala/2008/05/26/summary-of-discussion-at-anu-on-cyclone-nargis/" target="_blank">have exaggerated</a> the death toll.</p>
<p>These sorts of charges invariably come up when large numbers of people are killed, disappeared or displaced. They have their origins sometimes in misunderstanding of what really goes on during crises of this sort, sometimes in enmity towards human rights or humanitarian goals. In any case, that they have come up again in the wretched aftermath of Cyclone Nargis is particularly odd.</p>
<p>Take an article that David Rieff wrote for the Los Angeles Times (<a title="Save us from the rescuers, Rieff (LA Times)" href="http://fairuse.100webcustomers.com/itsonlyfair/latimes0293.html" target="_blank">Save us from the rescuers</a>, May 18). For Rieff, exaggerated reports are all about numbers. And not just high numbers for that matter, but pretty much any numbers. If the numbers jump up suddenly, he reasons, they’re suspect. But even if they don’t, they’re still suspect, because those who make them up are prone to hyperbole and have vested interests.</p>
<p>What Rieff omits is that those ultimately responsible for the making of numbers, those who are most prone to hyperbole and those with the biggest vested interests are not the relief agencies against whom he rails or their proponents but the national authorities who obstruct the making of accurate tallies with which to obtain a better picture of what needs to be done.<!--more--></p>
<p>Burma’s government is particularly notorious for this sort of behavior, not least of all since the cyclone hit and the army <a title="Steal big, steal little" href="http://ratchasima.net/2008/05/17/steal-big-steal-little/" target="_blank">carried or sold off</a> the first planeloads of stuff that arrived. But it is by no means alone in Asia in its ability to manipulate and distort a tragedy for its own advantage.</p>
<p>This holds true both when exploiting natural disasters and also when designing manmade ones. Nobody, for instance, can ever say with any certainty as to <a title="4 decades' injustice, Junge (HR Solidarity)" href="http://www.hrsolidarity.net/mainfile.php/2005vol15no06/2465/" target="_blank">how many people were killed</a> for supposedly belonging to the communist party in Indonesia in 1965-66. The estimates vary enormously, although most start in the hundreds of thousands, and many run to over 1 million.</p>
<p>Likewise, on a lesser scale but more recently, no one knows <a title="Where did this no. come from? (Bkk Pundit)" href="http://bangkokpundit.blogspot.com/2007/08/2275-where-did-this-number-come-from.html" target="_blank">how many people were killed</a> for allegedly selling drugs in Thailand in 2003. There, the numbers start in the hundreds and run into the thousands. Not one police or government officer has ever been held to account over their murders.</p>
<p>In neither case has the inability to produce reliable totals been a fault of human rights bodies or victims’ advocates, nor has it been happenstance. On the contrary, it has at once been the fault and the success of government officials and others who have contrived to make it so. It has been their fault and their success that bodies have not been identified, records have not been kept and evidence has not been stored. It has been their fault and their success that hospitals have not done autopsies, police have not investigated and courts have not inquired.</p>
<p>Ultimately, it is the fault and success of the powerful that the truth of what has happened can never be known fully, that attempts to make sense of it by assigning numbers can be all too easily dismissed as exaggerated or inaccurate, and that those persons searching for answers can be ridiculed and silenced.</p>
<p>The issue for Burma today is not about numbers at all. It is about the language and behavior of social and political control, as it always is at such times. Those who make the mistake of wagging their fingers at the wrong people over the wrong issue do more than disservice themselves. They risk winding up like Rieff, as proxies for the holders of power, as spokespersons for the perpetrators of abuse.</p>
<p>Anyone who sincerely wants to get a sense of what has been going on in Burma should not bother with arguments about how many have died and how we can know for sure that humanitarian groups haven’t got it wrong. Learn from real stories instead. Websites like <a title="The Irrawaddy" href="http://www.irrawaddy.org/" target="_blank">The Irrawaddy</a>, <a title="Mizzima" href="http://www.mizzima.com/" target="_blank">Mizzima</a>, and <a title="DVB English" href="http://english.dvb.no/" target="_blank">Democratic Voice of Burma</a> are daily retelling narratives of affected persons and also of those who have been packing their cars with supplies and driving them through the gauntlet of checkpoints that now ring the cyclone-affected areas.</p>
<p>These people aren’t giving accurate numbers of dead, killed, missing, sick or displaced. Some hazard guesses when prompted. But the way they offer up the figures suggests that they mean little. What counts is everything else: the odor of dead bodies still permeating the air two weeks on; the emptiness of mothers who have gone insane after witnessing their children being swept away before their eyes, the desperateness of people literally throwing themselves at arriving vehicles to plead for help.</p>
<p>“It is,” wrote a resident of Rangoon who joined one convoy a few days back, “worse than we expected.” No, Nargis hasn’t been exaggerated. It has been understated.</p>

<p><span style="font-size:x-small;">NLD spokesperson U Nyan Win told <em>DVB</em> that as many as 13 NLD members may have been arrested but the party was only able to collect 11 names.</p>

<p style="text-align:justify;">Those confirmed to have been detained are Ko Htun Zaw (NLD youth leader, Upper Burma), Ko Khin Htun (NLD youth leader, Lower Burma), U Thet Wai (NLD chairperson, San Chaung), Ko Kyaw Kyaw Moe and Ko Aung Thein from Kyi Myin Dai, Daw Shan Ma and Ma Htet Htet Oo Wai from Shwe Pyi Thar, Ma Win Pa Pa from Northern Dagon, and Ma Ohnmar, Ma Cho and Ko Aye Lwin from Southern Dagon.Some of the detainees have been actively working on relief operations for cyclone victims.</p>
<p style="text-align:justify;"> The reason for the arrests is still unknown but Nyan Win said they could be linked to the constitutional referendum scheduled for 24 May.“I think the arrests may be related to the 24 May referendum,” he said.</p>
<p style="text-align:justify;"> “The NLD has been illegally repressed by the military regime for long time. What happened today is the latest in a long line of similar incidents.”</p>

<p>There are all sorts of news reports coming from Burma speaking to the twisted priorities that <a title="The inanity of dictatorship" href="http://ratchasima.net/2007/06/15/the-inanity-of-dictatorship/" target="_blank">characterise dictatorship</a>. Apart from holding a referendum and chasing after the usual internal and external destructive elements, authorities in the delta have <a title="Sailors detained (Yoma 3) (Burmese)" href="http://www.yoma3.org/news/2008/may/navy-soilders-put-in-jail.html" target="_blank">according to Yoma 3</a> detained sailors who left their docked ships at the height of the cyclone. The news service reports that the naval officers and seamen jumped ship at the Thilawar Pier during the storm, as they like others had not been adequately warned of its approach. An unnamed naval officer told Yoma 3 that,</p>
<blockquote><p>“Twenty-three men from those on vessel duty at Thilawar, including officers, have been detained at the Irrawaddy Naval Headquarters. It’s understood that they’re to be charged with abandoning ship. I know that some of them have been kept under house arrest. In the fierce storm some went ashore and took to high ground. Some also disappeared. It’s not known if they disappeared in the water or if they deserted and didn’t send word.”</p></blockquote>
<p>Yoma 3 says that eight naval craft sunk during the storm although there has been no official comment on this, which has reportedly caused disgruntlement in the navy. The lost vessels were stationed at the Irrawaddy, Pyapon and Bogalay bases, among others. It also says that around 3000 naval families are believed to have had their homes damaged or destroyed in the cyclone and so far there has been no systematic effort to start rebuilding them.</p>
<p>Meanwhile, while Burma’s state newspapers <a title="New Light of Myanmar, 18 May 2008" href="http://www.myanmar-information.net/newlightofmyanmar/18.pdf" target="_blank">are insisting that</a> “some foreign news agencies [have] broadcast false information... that the Government has been rejecting and preventing aids for storm victims”, it’s not difficult to find specific complaints that it has been doing just that. Not only overseas donors but also those from within the country are encountering more obstacles. <!--more--></p>
<p><a title="Karen monks in delta (RFA) (Burmese)" href="http://www.rfa.org/burmese/news/monks_karen_state_on_relief-05172008182611.html" target="_blank">RFA reports that</a> two influential abbots from Karen State who travelled to the delta to deliver relief to victims are among those who have been harassed and obstructed. It says that the two, the Taunggalay Sayadaw, U Pinnyathardhi and the Zwegapin Sayadaw, U Kawi, went to Bassein with their junior monks and disciples in over 20 vehicles to give aid to cyclone refugees relocated there. According to one person who was in the convoy</p>
<blockquote><p>“When we arrived there they asked for a register. Having given it, the special investigation task forces said that they wanted to photograph our vehicles. The Taunggalay Sayadaw said, do you need to tell me? Monks do monks’ work, people do people’s work. The abbot was angry. Then when we also went there to donate directly to the refugees, they went themselves and also wanted to watch and to donate [the monasteries’ goods]. Thereafter as the assigned individuals in the area also said that we couldn’t do the things that we wanted to, the abbots went back.”</p></blockquote>
<p>The two abbots later reportedly made donations at Twente, in Rangoon Division.</p>
<p>There are also more checkpoints and questioning on the road to Kunchangone, where the number of dead in that township alone is <strong>estimated to have risen to 22,000, or over two thirds of the population</strong>, according to one donor who <a title="Dead in Kunchangone (Yoma 3) (Burmese)" href="http://www.yoma3.org/news/2008/may/kyonchankone-dead-about-twenty-thousands.html" target="_blank">spoke to Yoma 3</a> after returning from there. DVB <a title="Situation in Kunchangone (DVB)" href="http://english.dvb.no/news.php?id=1300" target="_blank">also has a report</a> in English on conditions in the township.</p>
<p>Comedian Zarganar, who hasn’t been joking much since he began leading some private efforts to take relief to affected persons, <a title="Zarganar needs helicopters (VOA) (Burmese)" href="http://www.voanews.com/burmese/2008-05-17-voa3.cfm" target="_blank">talked to VOA</a> about the difficult conditions in one part of Myaungmya where people have been relocated from the islands:</p>
<blockquote><p>“In Myaungmya there are around 30 camps. These 30 camps—to give an example, one big camp holds a village [population]. It takes about an hour and a half to go there, through [river] water, then across coastline, then water. There are around 1600 to 1800 refugees there. They haven’t had anything done. There hasn’t been any help howsoever. Those people also can’t come here. No one has thought how these people can have food and drink.”</p></blockquote>
<p>In Bogalay, <a title="Bogalay victim (VOA) (Burmese)" href="http://www.voanews.com/burmese/2008-05-17-voa2.cfm" target="_blank">VOA gives</a> a victim’s account of neglect in the cyclone’s aftermath, from someone who lost her mother:</p>
<blockquote><p>“Our mother didn’t drown to death. She died the next day from the cold. We also reckoned that we’d die ourselves, not getting any help. The next day people said that there was distributing of rice grain, and we wanted to eat rice too. When we went to get the grain they said it was just for those in the field. They said they wouldn’t give it. We hadn’t eaten for two days. They said that the houses on the roadside were not to do with those in the field so we couldn’t eat. Around two days passed and they gave once. After that they also didn’t give [anything].”</p></blockquote>
<p>The report continues that hundreds of people are crowding into monasteries between Bogalay and Pyapon and if conditions are not quickly addressed then there are likely to be contagious diseases breaking out, although even that biological possibility too has apparently <a title="No infectious diseases here (NLM)" href="http://ratchasima.net/2008/05/14/lies-online-again/#comment-1732" target="_blank">been ruled out</a> by the junta.</p>

<h4 style="text-align:justify;">The government’s National Disaster Preparedness Central Committee declared in the state media that offenders would face punitive action if aid was “kept for self-interest, traded, used for particular persons and organisations, or misappropriated for other purposes”.</h4>
<h4 style="text-align:justify;"> The United Nations has said that international monitoring of markets and traders has not produced any evidence of aid being systematically sold, but locals continue to report individual cases of official exploitation of relief supplies.</h4>
<h4 style="text-align:justify;"> A Rangoon resident claimed yesterday that military officials had been selling rice and oil during the night.</h4>
<h4 style="text-align:justify;"> “They are selling bags of rice donated from abroad. The army delivers them during the night in their cars,” the resident said.</h4>
<h4 style="text-align:justify;"> “You can see Two Prawns brand oil donated by Thailand being sold on the streets in various types of bottles and boxes and measures, and you can get as much as you like,” he said.</h4>
<h4 style="text-align:justify;"> “When I asked the sellers about it, they told me that they were sold by people in army trucks at night.”</h4>
<h4 style="text-align:justify;"> He also said tarpaulins were being sold at Yuzana Plaza, Mingaladon Market, Theingyi Market and Nyaungpinlay Market Plaza for 7000 kyat a roll.</h4>
<h4 style="text-align:justify;">The resident said that local security forces were aware of the army’s activities but were afraid to take any action against them.</h4>
<h4 style="text-align:justify;"> “As it is done by the army, the police dare not do anything. The police in Kyauktan are feeling resentful,” he said.</h4>
<h4 style="text-align:justify;"> The army also reportedly confiscated mobile phones donated by the Thai prime minister during his recent visit to the country, and took all the laptop computers donated by the Chinese government, a government communications staff member told DVB.</h4>
<h4 style="text-align:justify;"> “The Thai prime minister Samak [Sundaravej] came to give us 50 satellite phones and 30 were confiscated by the army. That is official,” he said.</h4>
<h4 style="text-align:justify;"> “And [the military] came and took away 10 laptops given by China yesterday. These are the exact numbers.”</h4>

<content:encoded><![CDATA[<p>Vanmorgen (ahum, gisterenmorgen :$) werd ik plots wakker van een krak. Ik dacht eerst dat het gewoon het hout was dat uitzette boven mijn hoofd en zonder veel na te denken, heb ik me gewoon omgedraaid in mijn bed. Nog geen 10min later hoor ik dezelfde krak en bedenk ik bij mezelve dat het hout toch wel vreemd doet.</p>
<p>Als ik dan even later (ik ga niet uitwijden hoeveel later :)) opsta en de radio wil opzetten, die ik via de tv beluister, bemerk ik dat er iets niet juist is. De dvb staat uit, vreemd, had die toch niet in stand-by gezet toen ik ging slapen... Ik probeer hem aan te zetten maar niks lukt...<br />
Na het douchen heb ik de 'technische' kant in mezelve even boven gehaald, de schroevendraaier genomen en het ding opengevezen. Het open krijgen is één ding maar dan nog snappen wat het allemaal is... niet evident. Toevallig zag ik dat onze Jeroen net online was gekomen, en het schitterende is natuurlijk dat hij elektromechanica gedaan heeft. Broertje kwam ter hulp gesneld...</p>
<p>In de les krijg ik een sms van hem waarin staat dat een diode is afgebroken. Hij had gelukkig wel de dvd eruit gekregen die er nog inzat. 's Middags zegt hij dat het misschien beter zou zijn dat ik gewoon beter een nieuwe kan kopen omdat het minder zou kosten dan de stukken te laten repareren. Even slikken toch... Ik heb dat ding pas sinds januari en nu al in de vuilbak gooien... En ik was er nog wel zo fier op...</p>
<p>De tv zelf hoef ik niet te missen, ik heb hem gewoon terug op het analoogsignaal overgeschakeld en godzijdank hangt dat nog in de lucht. Ik moet alleen mijn zalige radio missen, net als de digitale kanalen en dat in volle Koningin Elisabethwedstrijd... Had dat ding nu geen 2 weken langer kunnen wachten met stuk gaan...</p>
<p>Ondertussen heb ik ebay al afgesurfd en in Duitsland een nieuwe gevonden die, net als de kapotte, een DVD-speler en geheugenkaartlezer heeft. De nieuwe is misschien nog beter want er zit ook een USB-aansluiting bij :) En zelfs de kostprijs valt nog mee, hij kost uiteindelijk minder dan dat ik voor die eerste betaald heb. Hopelijk houdt deze het iets langer uit want anders gaat dat digitaal kijken via de antenne toch nog een dure zaak worden... Maar misschien moet ik gewoon al eens beginnen met een tv-tafel te kopen en niet langer de tv op dat ding te zetten... Al doende leert men zeker.</p>

<p>As predicted, survivors of Cyclone Nargis, which ravaged lower Burma on May 2 and 3, are no longer surviving.</p>
<p>Not only in the worst-hit delta areas but also in places close to Rangoon people are suffering from illnesses brought on by dirty water, lack of food and exposure to the elements. On Wednesday, a resident <a title="Cyclone victims dying (VOA) (Burmese)" href="http://www.voanews.com/burmese/2008-05-14-voa5.cfm" target="_blank">speaking to the Voice of America</a> Burmese Service described the situation:</p>
<blockquote><p>“In Thanlyin, 43-year-old Ko Aung Kyaw Moe died from cholera, as did a small girl in another village on the ninth. She was in the morgue. Also in Twente, I heard it of two girls. Then in Hpayagyigone village of Thanlyin an entire family of five died. And there’s around seven or eight sick people in the hospital.”</p></blockquote>
<p>This account may or may not be fully accurate, but it is anyhow backed by many other <a title="Children dying (Yoma 3) (Burmese)" href="http://www.yoma3.org/news/2008/may/children-have-contract-disease.html" target="_blank">similar reports</a> from the disaster zones. Together they affirm that people are today dying of what can only be described as the most preventable of deaths -- deaths due not to a lack of knowhow, resources or concern, but to an excess of obduracy in a military regime with a record of unremitting and shameless disregard for basic human rights and absolute minimum universal standards.<!--more--></p>
<p>Under international law, the right to clean drinking water, a decent place to stay and adequate food fall into a special domain that places both positive and negative duties upon governments. What this means is that states must do some things but not others to make sure these rights are upheld.</p>
<p>More specifically, in trade jargon, states are obliged to respect, protect and fulfill fundamental rights. What these three requirements entail, in reverse order, is that authorities must assist people who cannot provide for themselves, must defend the vulnerable from others who may undermine their ability to do so, and at the very least must not do anything to cause people to go hungry, thirsty or homeless.</p>
<p>Often, the problems lie in getting governments to do things that they have not, perhaps because of a lack of money or people, a lack of interest, or maybe because of discriminatory policies. But in certain circumstances, such as those in Burma today, the problem may lie more in getting a government to do nothing at all.</p>
<p>People living in Burma are largely self-reliant. They have to be. By modern standards they generally expect very little of their administrators, and are satisfied if left alone to get by as best they can. Unfortunately, it rarely happens that they are unimpeded, and people who are already hard pressed to meet their own needs are often called upon to contribute to those of the state. Protecting and fulfilling fundamental rights have never been among the regime’s strong points.</p>
<p>Still, never has it sunk so far in its blatant disrespect for the lives and wellbeing of its reluctant subjects than in the past week. Its audacious blockading of cyclone-stricken areas to proffered vital relief, especially technical assistance, far surpasses any of its former acts of self-interested unkindness. Its shabby treatment of United Nations agencies and other reputed international bodies at the cost of its own citizens’ lives has shocked even those used to dealing with it and its agents, as well as those used to hearing of its more routine excesses.</p>
<p>The government’s behavior is also coming as a shock to its own people. In a broadcast on the exile Democratic Voice of Burma radio, a crowd of outraged townsfolk in Laputta this week <a title="Audio from Laputta (DVB)" href="http://ratchasima.files.wordpress.com/2008/05/dvb-20080514-laputta.mp3" target="_blank">shouted and cried with palpable anger</a> that approaching two weeks on from the cyclone there are still dead bodies floating in canals, that they have been told to leave shelters and go back to homes that no longer exist, and that they have seen aid being delivered but have not themselves received one iota of it.</p>
<p>The exact number of dead from Cyclone Nargis will never be known. It claimed just too many victims across too wide an area of too disorganized a country for anyone to ever be able to calculate it with certainty. But what can be said with 100 percent certainty is that the number tomorrow will be higher than it was today. And the number next week will be far higher still if, one way or another, help doesn’t get through to those who are in grave danger of dying preventable deaths.</p>
<p>The consequences of doing nothing, or of being unable to do anything, are for the cyclone’s immediate victims clear enough. The dramatic and lasting damage that will be caused to their entire country and its already battered economy can also be foreseen. But beyond these, the effects on the whole world, particularly its disaster relief and human rights movements, should be of special concern.</p>
<p>Failure to address this disaster effectively will establish a monstrous precedent with lasting unwelcome results not only for the people of Burma but for everyone, everywhere. It will be a massive political, legal and humanitarian defeat for us all, but above all, a moral defeat from which it will not be easy to recover. For the sake of Nargis’s victims, their fellow countrymen and women, and for the sake of each and every one of us, this cannot be allowed to happen.</p>

<p class="MsoNormal">There have been a few reports about corpses of cyclone victims found with ears and fingers cut off, apparently to take the jewelry. Now the Yoma 3 News Service <a title="Div. 66 corpse theft (Yoma 3) (Burmese)" href="http://www.yoma3.org/news/2008/may/army66-take-latoyatanar.html" target="_blank">has alleged that</a> soldiers of Infantry Division 66 are among those responsible. According to an eyewitness from Bogalay who spoke by phone,</p>

<p class="MsoNormal">“Division 66 officers and soldiers are removing everything from the bodies of the dead. If wearing bracelets, they’re cutting off the hands.”</p>
</blockquote>
<p class="MsoNormal">The witness also accused the troops of refusing to allow relatives of victims from Kyachaung, Satkyun, Ayardan and Padekaw villages from meeting with their loved ones, and said that as they had sold drinking water that was sent for the survivors in those places from a betel nut shop at the Irrawaddy Pier for 500 Kyat (about 45 US cents) per bottle, so the survivors have been drinking any water that they could find.</p>
<p class="MsoNormal">Meanwhile, the efforts of private citizens have continued to keep people alive where officialdom has been busy apparently trying to do the opposite. According to a doctor who visited Twente who <a title="Twente &#38; Tamanaing (Yoma 3) (Burmese)" href="http://www.yoma3.org/news/2008/may/tonetay-help-for-ngo-didnt-help-thanemanaing.html" target="_blank">also spoke to Yoma 3</a>,</p>

<p class="MsoNormal">“The villages that we reached don’t even have food. They’ve made huts to stay in out of old thatch. It’s an unhappy scene. Even in the places so near to Rangoon sufficient aid has still not arrived. They’re all expecting it. Nobody had come. As there’s water in the hand pump wells that’s not such a worry but there’s quite a rice problem.”</p>

<p class="MsoNormal">In Twente section 8 bore the brunt of the storm and was destroyed, while about 90 per of the buildings in the township suffered damage. At present there are five temporary sites set up to house people at monasteries and schools. Zinc roofing is being sold for 4900 Kyat (about US$4) per sheet, not given out.</p>
<p class="MsoNormal">Around Twente town there are 95 village tracts all of which have suffered damage and are in need of help, the doctor said. At Panhlaing the sluice gates are shut and there is an outbreak of disease. In some villages monasteries are housing and feeding people but have enough food supplies for only three or four days.</p>
<p class="MsoNormal">Similar conditions are reported in Htanmanaing, of Kawhmu Township, Rangoon, which was hit hard by the storm too. Of the 540 houses there before, only ten are still intact. However, as the water supply there also was destroyed, children are drinking from dirty water sources and getting stomach ailments. There are no medicines for them when they become sick, a resident said to Yoma 3. As the people there too had received no help so far, a villager had husked the remainder of his paddy stock (being kept for planting next season) and distributed it to the hungry.<!--more--></p>
<p class="MsoNormal">In other news, four senior monks from the Mandalay Mahagandharayone Monastery have arrived in Rangoon to bring relief supplies that they have collected there. Monks are also coming with emergency aid from Pegu and Magwe. They are distributing the food and other items in Rangoon and the delta <em>(Source: <a title="Monks bring help (DVB) (Burmese)" href="http://burmese.dvb.no/news.php?id=4557" target="_blank">DVB, May 14)</a></em>. <p class="MsoNormal">Authorities are continuing to drive people out of temporary shelters, and are not even sparing injured persons, let alone giving them any help, say victims in Laputta. Members of the government mass organisation the Union Solidarity and Development Association are telling people that if they want help then they have to go back to their own homes. An elderly woman <a title="Anger at no help (DVB) (Burmese)" href="http://burmese.dvb.no/news.php?id=4556" target="_blank">told DVB</a> that</p>

<p class="MsoNormal">“They say go back home. I don’t have a home so where will I go back to? They also don’t have any plan to give aid, just get us out. Back to where?”</p>

<p class="MsoNormal">A man angrily condemned the local officials:</p>

<title><![CDATA[Menantikan era siaran digital di Indonesia]]></title>

<content:encoded><![CDATA[<p>Cukup menarik membaca <a href="http://www.postel.go.id/update/id/baca_info.asp?id_info=976">siaran pers</a> dari Ditjen Postel 11 Mei 2008 lalu. Dalam siaran pers yang diberi judul <strong>Selamat Datang Era Penyiaran TV dan Radio Digital</strong> itu tampak jelas optimisme pemerintah dalam menyongsong era penyiaran berbasis digital di Indonesia. Apakah dalam pelaksanaan nanti akan semudah yang diharapkan?</p>
<p>Siaran TV (dan radio) digital sudah dimulai di negara-negara maju, cepat atau lambat hasil dari kemajuan jaman ini juga akan merambah negeri ini. Mengapa harus migrasi ke digital? Banyak hal yang mendasari hal ini, katakanlah untuk <a href="http://agusyr.televisiana.net/?p=22">efisiensi</a> kanal VHF/UHF yang alokasinya amat terbatas. Sistem digital juga memungkinkan kualitas penerimaan siaran pada TV pemirsa akan sesuai dengan yang dipancarkan oleh stasiun televisi. Dengan memancarkan siaran televisi berformat digital juga dapat membuka banyak potensi pengembangan jenis layanan digital berformat <a href="http://gaptek28.wordpress.com/2007/12/14/dvb-t-dan-dvb-h/">DVB</a> (<em>terrestrial</em> atau <em>handheld</em>) sehingga memungkinkan penerimaan siaran TV digital melalui perangkat genggam atau penerimaan siaran TV digital di dalam kendaraan. Intinya, perkembangan jaman telah memaksa segalanya untuk beralih ke digital, dari dunia fotografi hingga dunia <em>broadcasting</em>.</p>
<p><a href="http://gaptek28.files.wordpress.com/2008/05/gi_8200_freigestellt.jpg"><img class="alignleft size-medium wp-image-284" style="float:right;margin:5px;" src="http://gaptek28.wordpress.com/files/2008/05/gi_8200_freigestellt.jpg?w=300" alt="" width="300" height="82" /></a>Ada tiga hal yang memegang peranan dalam migrasi ke digital, yaitu unsur pemerintah (<em>reg</em><em>ulator</em>), stasiun TV/radio (<em>broadcaster</em>) dan penerima/masyarakat (<em>user</em>). Sebagai payung hukum dan penentu parameter teknis kita serahkan pada pemerintah melalui Ditjen Postel untuk mengatur segalanya tentang migrasi ke digital ini. Sebagai penyedia konten, dalam hal ini <em>broadcaster</em>, dibutuhkan kesiapan baik secara SDM, finansial maupun infrastruktur baru saat memulai migrasi ke digital. Bagi masyarakat, tentu yang diinginkan adalah ketersediaan perangkat penerima (<em>set-top-box</em>) yang mudah didapat, mudah digunakan dan harganya terjangkau.</p>
<p><a href="http://gaptek28.wordpress.com/files/2008/05/bbc-control.jpg"><img class="alignright size-full wp-image-283" style="float:left;margin:5px;" src="http://gaptek28.wordpress.com/files/2008/05/bbc-control.jpg" alt="" width="208" height="157" /></a>Khusus bagi sisi <em>broadcaster</em>, migrasi ke digital sebenarnya telah lama dilakukan. Proses alur video audio pada stasiun TV di Indonesia umumnya telah memakai standar digital mulai dari ruang kendali, studio hingga jalur transmisi ke satelit dengan format DVB. Jadi istilah siaran digital sudah dapat dinikmati pemirsa apabila menyaksikan siaran televisi melalui parabola yang diproses dengan dekoder digital. Justru proses penyiaran dari stasiun pemancar terestrial (pemancar bumi) ke pemirsa melalui gelombang UHF sajalah yang hingga saat ini masih menggunakan sistem analog.  Padahal sistem penyiaran digital melalui terestrial inilah yang menjadi hal utama dalam penyiaran digital, dimana dengan menggunakan sistem penerima DVB misalnya, sang penerima dapat menyaksikan siaran televisi, entah menggunakan pesawat televisi, laptop, TV mobil atau perangkat genggam, selama posisi penerima berada dalam cakupan area  pemancar digital tentunya.</p>
<p>Yang dinantikan banyak pihak adalah kemauan semua stasiun televisi untuk bersama-sama memancarkan siarannya secara langsung dari pemancar terestrial menggunakan kanal UHF dengan modulasi digital. Disinilah banyak muncul kendala yang membuat migrasi ini berjalan lambat. Semua stasiun televisi sudah terlanjur membangun infrastruktur pemancar di seluruh Indonesia berbasiskan pemancar analog, yang menempati suatu kanal UHF tertentu, dengan daya pancar yang lumayan besar. Untuk migrasi ke digital, dibutuhkan investasi peralatan baru yang mampu memodulasi data siaran digital ke gelombang UHF. Bisa dibayangkan berapa dana investasi yang harus dikeluarkan sementara dari segi pendapatan diprediksi tidak banyak berubah. Padahal sistem baru ini diharapkan sudah efektif berlaku secara nasional pada tahun 2020, seperti kutipan siaran pers Postel dibawah ini :</p>
<p><em>Penerapan siaran TV digital sebagai pengganti TV analog pada pita UHF dilakukan secara bertahap sampai suatu batas waktu cut-off TV analog UHF yang ditetapkan (2015 di kota besar dan 2020 secara nasional). Sedangkan untuk siaran radio, penerapan digital menggunakan teknologi T-DAB bukan menggantikan standar radio yang ada (FM dan AM) melainkan pengayaan terhadap layanan jasa penyiaran radio. Wilayah layanan TV digital penerimaan tetap free-to-air DVB-T dan wilayah layanan radio digital penerimaan tetap free-to-air adalah sama dengan wilayah layanan TV analog UHF sesuai Keputusan Menteri Perhubungan No. 76 Tahun 2003. Alokasi kanal frekuensi untuk layanan TV digital penerimaan tetap free-to-air  DVB-T di Indonesia adalah pada band IV dan V UHF, yaitu kanal 28 – 45 (total 18 kanal) dengan lebar pita masing – masing kanal adalah 8 MHz. Namun, setiap wilayah layanan diberikan jatah hanya 6 kanal, karena 12 kanal lain digunakan di wilayah – wilayah layanan sekitarnya (pola reuse  3 grup kanal frekuensi). Alokasi kanal frekuensi untuk layanan radio digital penerimaan tetap free-to-air T-DAB di Indonesia adalah pada band III VHF, yaitu kanal 5 - 10 (total 6 kanal) dengan lebar pita masing – masing kanal adalah 7 MHz. Namun, setiap wilayah layanan diberikan jatah hanya 2 kanal, karena 4 kanal lain digunakan di wilayah – wilayah layanan sekitarnya (pola reuse  3 grup kanal frekuensi).</em></p>
<p>Terlepas dari ekspektasi dan kendala yang ada dalam penyiaran TV digital ini, terdapat banyak hikmah positif yang dapat dipetik. Kepada regulator, sekarang saatnya untuk membuat payung hukum yang tegas dan aturan yang jelas untuk mengatur sistem TV digital. Bagi pihak <em>broadcaster</em>, sekaranglah saatnya untuk mempelajari, merencanakan dan mengkalkulasi segalanya untuk proses migrasi ini. <em>Broadcaster</em> kini dapat merancang sistem digital dengan lebih fleksibel berkat adanya alternatif kompresi <a href="http://gaptek28.wordpress.com/2008/03/26/mengenal-kompresi-video-mpeg-4-avc/" target="_blank">H.264</a> baru, sehingga memungkinkan pemakaian standar HD-<em>High Definition </em>(apabila memakai kompresi MPEG-2, penggunaan format HD pada  DVB-T akan sangat memakan <em>bandwidth</em>, sehingga format yang paling mungkin adalah SD-<em>Standard Definition</em>). Bagi masyarakat, kini kita memiliki harapan akan hadirnya sistem penyiaran yang berkualitas tinggi, dengan kanal yang efisien dan kompatibel dengan perangkat digital lain. Kita nantikan saja datangnya era televisi digital di Indonesia...</p>
